Yes, some scholars have said this: that the odd-numbered prayer in Maghrib is not repeated as an odd-numbered prayer, but it is repeated as an even-numbered prayer. However, the correct view is that it is repeated as it is, and that this opinion has no basis. When the Prophet (peace and blessings be upon him) warned about rulers who delay the prayer from its times, he said to Abu Dharr and others:
Observe the prayer at Its proper time, and if you can say it along with them do so, for it would be a superetogatory prayer for youصل الصلاة لوقتها، فإن أدركتها معهم؛ فصل، فإنها لك نافلة، ولا تقل صليت فلا أصلي

He prays with them and says the closing salam with them, acting in accordance with the command of the Prophet (peace and blessings be upon him). He said:
