Does minor shirk fall under divine will?

Machine translationRead the Arabic original
The questioner : May Allah reward you. Regarding minor shirk, does it fall under the will of Allah (Glorified and Exalted is He)?

The Shaykh : There is scholarly disagreement on this. Some said: It falls under the will of Allah; if Allah wills, He will forgive it.
And some said: It is necessary that he be punished, but he will not remain in the Fire forever. In any case, even if we say that it is under the will of Allah, is a person guaranteed that Allah wills to forgive him? No, he is not guaranteed. Even sins other than shirk, which are undoubtedly under the will of Allah, a person is not permitted to be negligent regarding them on the basis that they are under the will of Allah, because the original ruling is that punishment occurs. Yes.

The questioner : Praise be to Allah, and peace and blessings be upon the Messenger of Allah. I bear witness that there is no god but Allah alone, with no partner, and I bear witness that Muhammad is His Messenger. May Allah reward you with good, O Shaykh.
