The Shaykh : And regarding what was mentioned earlier about earrings, necklaces, and rings: we have the earring in the ear, the necklace around the neck, the rings on the fingers of the hands, and the toe rings on the toes of the feet. All of this is worn by women. But if someone were to ask: Does this imply that a woman is required to go out on the day of 'Id adorned and wearing jewelry? The Shaykh : The apparent view is the latter, and there is no harm in a woman going out, for example, with her beauty, on the condition that it is covered from the men.
So if someone were to ask: Does not Ibn 'Abbas say that she gives charity with her ring, necklace, and toe ring? How would he know about it? We say: He knows about it after it is placed in the garment of Bilal, and it is not required that he knew about it before she threw it into the garment of Bilal. Yes.
