The reciter: Abu Nu'aym narrated to us, Zayd narrated to us from Amir, who said: I heard Abdullah ibn Amr say: The Prophet (peace and blessings be upon him) said:
A Muslim is the one who avoids harming Muslims with his tongue and hands. And a Muhajir (emigrant) is the one who gives up (abandons) all what Allah has forbidden. المسلم من سلم المسلمون من لسانه ويده والمهاجر من هجر ما نهى الله عنه

As for the "Muslim" in the absolute sense, he is the one who submits to Allah in both outward appearance and inward reality. But here, the "Muslim" is considered in terms of whom? The rights of human beings. The one from whose tongue and hand the Muslims are safe is the true Muslim. As for his tongue, he does not backbite people, nor does he insult them, nor does he spread tales between them. As for his hand, he does not transgress against them by striking, killing, wounding, taking their wealth, or the like. The "emigrant" is the one who abandons what Allah has forbidden. This is also a general term intended to convey a specific meaning, meaning the emigrant to Allah the Exalted. It is not the emigration that is the migration from the land of shirk (associating partners with Allah) to the land of Islam. Rather, he is an emigrant to Allah through his actions, not through his physical body. He is the one who abandons what Allah has forbidden, whether that forbidden thing is a statement or an action. Through this hadith, we know that Islam and emigration vary and have multiple meanings, which are clarified by the context. And His saying:
the one who gives up (abandons) all what Allah has forbiddenمن هجر ما نهى الله عنه

If someone asks, "Why did he not mention what the Messenger (peace and blessings be upon him) forbade?" The answer is: We say that what the Messenger (peace and blessings be upon him) forbade is like what Allah has forbidden, because the Messenger is a Messenger. Therefore, Allah the Exalted said:
He who obeys the Messenger has obeyed Allah من يطع الرسول فقد أطاع الله
[An-Nisa 4:80]
