The author (may Allah have mercy on him) stated, in what he quoted from 'Abdullah ibn 'Amr ibn al-'As (may Allah be pleased with them both), that the Prophet (peace and blessings be upon him) said:
A Muslim is the one who avoids harming Muslims with his tongue and hands. And a Muhajir (emigrant) is the one who gives up (abandons) all what Allah has forbidden. المسلم من سلم المسلمون من لسانه ويده، والمهاجر من هجر ما نهى الله عنه

The term "Muslim" is used with many meanings, among which is the one who submits to others; he is called a Muslim. From this, in one of the interpretations, is the saying of Allah the Exalted:
The bedouins say, "We have believed." Say, "You have not [yet] believed; but say [instead], 'We have submitted,' قَالَتِ الْأَعْرَابُ آمَنَّا قُلْ لَمْ تُؤْمِنُوا وَلَكِنْ قُولُوا أَسْلَمْنَا
[Al-Hujurat 49:14]
meaning, say: "We have submitted and we did not fight you." The second opinion regarding the verse is that the intended meaning of Islam is submission to Allah (Mighty and Majestic), and this is the correct one. The second meaning is that Islam is applied to the five pillars that the Prophet (peace and blessings be upon him) explained to Jibril when he asked about Islam, and he said:
that you testify that there is no god but Allah and that Muhammad is the messenger of Allah, and you establish prayer, pay Zakat, observe the fast of Ramadan, and perform pilgrimage to the أن تشهد أن لا إله إلا الله وأن محمدًا رسول الله وتقيم الصلاة وتؤتي الزكاة وتصوم رمضان وتحج البيت

Islam is also applied to safety, meaning that people are safe from his evil, from the evil of the person. It is said: "He became a Muslim," meaning he entered into peace, i.e., making peace with people such that he does not harm them. From this is this hadith:
A Muslim is he from whose hand and tongue the Muslims are safe. المسلم من سلم المسلمون من لسانه ويده

So he does not curse them, does not invoke evil upon them, does not backbite them, does not talebear between them, and does not plot between them with any type of evil or corruption. Thus, he has restrained his tongue. Restraining the tongue is among the most difficult things for a person, and it is one of the matters that are hard for a man, and perhaps he may find it easy to let his tongue run. For this reason, the Prophet (peace and blessings be upon him) said:
Shall I inform you of the key to all of that? I said: Yes, O Messenger of Allah. So the Messenger of Allah (peace and blessings be upon him) took his own tongue and said: "Restrain this." I said: O Messenger of Allah, are we to be held accountable for what we speak? أفلا أخبرك بملاك ذلك كله؟ قلت: بلى يا رسول الله فأخذ بلسان نفسه الرسول صلى الله عليه وسلم أخذ بلسانه، وقال: كف عليك هذا، قلت: يا رسول الله وإنا لمؤاخذون بما نتكلم؟
meaning, are we to be held accountable for what we say? He said:
May your mother mourn you, O Mu'adh! Do people not fall into the Fire on their faces, or he said: on their snouts, except for the harvest of their tongues? ثكلتك أمك يا معاذ هو هل يكب الناس في النار على وجوههم أو قال: على مناخرهم إلا حصائد ألسنتهم

So the tongue is among the most dangerous limbs for a person, the tongue and the private parts. Therefore, when a person wakes up, the limbs—the hands, the feet, the eyes, all the limbs—testify against the tongue, and likewise the private parts, because the private parts contain the desire for intercourse, and the tongue contains the desire for speech, and few are those who are safe from these two desires. So the Muslim is the one from whose tongue the Muslims are safe; he restrains them and does not mention them except with good. He does not curse, does not backbite, does not talebear, and does not incite people against one another. He is a peaceful man. When he hears evil, he restrains his tongue, and it is not as some people do, and may Allah protect us, when they hear evil about their Muslim brother, they rejoice with it and spread it and broadcast it across the lands, and may Allah protect us. For this is not a Muslim. The second is: the one from whose hand the Muslims are safe. From his hand, he does not transgress against them by hitting, wounding, taking money, or the like. He has restrained his hand; he does not take except what he is entitled to by the Shari'ah, and he does not transgress against anyone. So when a person combines safety from the hand—that people are safe from his hand—and from the tongue, then this is the Muslim. And it is known from this hadith that whoever the people are not safe from, whether from his tongue or his hand, is not a Muslim. Whoever has no concern except gossiping about the servants of Allah and eating their flesh and their honor, this is not a Muslim. Likewise, whoever has no concern except transgressing against people by hitting, taking money, and other things related to the hand, he is not a Muslim. Thus, the Prophet (peace and blessings be upon him) informed us. And the information of the Prophet (peace and blessings be upon him) about this is not merely for us to know it, but to know it and act upon it. Otherwise, what is the benefit? What is the benefit of speech that is not known? So strive, if you want true Islam, to strive that people are safe from your tongue and your hand, so that you may be a true Muslim. I ask Allah the Exalted to guide me and you to what is good and righteous in religion and worldly life, and to restrain us and restrain [evil] from us, and to grant us well-being and grant well-being from us. Indeed, He is Generous and Bountiful.
