Combining Hajj with 'Umrah: Is this only in a state of dire necessity?

Machine translationRead the Arabic original
The questioner : May Allah reward you. We had mentioned in the hadith of 'Aishah (may Allah be pleased with her) that when she menstruated after entering the state of ihram for 'Umrah, the Prophet (peace and blessings be upon him) ordered her to combine Hajj with it. And we said: Does this apply only in a state of dire necessity, or at any time? Ibn 'Umar—may Allah reward you—does his action indicate that it is permissible at any time, because he combined Hajj with 'Umrah and he was not in a state of dire necessity?

The Shaykh : The basis for his action is that he had refrained from Hajj out of fear that he would be prevented from performing it. So he did not enter the state of ihram for Hajj initially out of fear of that, not by his own choice. When he saw that the situation was safe, he combined Hajj with 'Umrah.

The questioner : Is there any evidence for that?

The Shaykh : No, there is nothing indicating this. But as I said, we told you previously that some scholars mentioned that there is no disagreement regarding its permissibility.

The questioner : You said, O Shaykh, that combining Hajj with 'Umrah was in Qudayd, and purchasing the sacrificial animals was in Qudayd?

The Shaykh : Yes, that is correct. That was a mistake on my part. Qudayd is for purchasing the sacrificial animals. As for Hajj and 'Umrah, that was before that. The combining of Hajj with 'Umrah by Ibn 'Umar—pay attention to this—was before that. As for purchasing the sacrificial animals, that was in Qudayd.
