The questioner : If a person arrives in Makkah, then enters ihram from the miqat, and enters Makkah while tired and unable to continue, so he sleeps and the Fajr prayer time catches up with him, he says: "The first thing I will do is begin the tawaf, and I will not do anything before it." So, should he pray Fajr with its sunnah, and then make up the tawaf?

The Shaykh : If he fears the rising of the sun, he must pray Fajr.
