The ruling on tawaf for one who enters Makkah without entering the state of ihram

Machine translationRead the Arabic original
Is the farewell tawaf obligatory for one who enters Makkah without entering the state of ihram?
No, the farewell tawaf is not obligatory for one who enters Makkah without entering the state of ihram; rather, it is obligatory for one who enters Makkah in the state of ihram, for Hajj or for 'Umrah, provided that he did not depart from his 'Umrah immediately after completing it. If he departed from his 'Umrah immediately after completing it, meaning: that he performed tawaf and sa'y and shortened his hair or shaved it, and then got in his car to return, then the farewell tawaf is not obligatory for him.Meaning: It is sufficient for him to have performed the first tawaf.
