The questioner : The question of Abd al-Rahman Majrud 'Uwaid al-Shalali says the following: A question about a man who is the mu'adhdhin in a mosque and does not perform wudu' with water but performs tayammum with dust. Is it permissible for us to pray based on his adhan and iqamah, given that he is able to use water and perform ghusl with water, and nothing prevents him? Please inform us about this, and may Allah guide you?

The Shaykh : First, we say that it is not permissible for you to approve of this man's action. Rather, it is obligatory for you to advise him and explain to him that his prayer without prescribed ritual purity is invalid, and that he has not performed the obligatory prayer in it. If Allah guides him and he begins to perform wudu' for minor ritual impurity and ghusl for major ritual impurity, that is for him and for you. If that is not possible and he remains as he is, performing tayammum without an excuse, then it is upon you to report him to the authorities so that they do what is obligatory for them and for him, which is to compel him to perform the obligatory ritual purity.
Second, regarding his adhan, the scholars have stipulated that for the adhan to be valid, the mu'adhdhin must be righteous, even if only in appearance. So, if this man is openly in the state you described, then his adhan is not valid according to what the words of the scholars indicate. But if he is not openly in that state, but rather concealing it, then his adhan is valid according to what the words of the scholars indicate.

The Shaykh : However, we reassure you that if you are in a country and there are minarets around you from which you hear the adhan of the mu'adhdhins, then the collective obligation has been fulfilled by them.
