they come يأتون
and do not go to battle, except for a few, وَلا يَأْتُونَ الْبَأْسَ إِلَّا قَلِيلًا
[Al-Ahzab 33:18]
They are stingy with you أشحة عليكم
. “Stingy” is the plural of a stingy person. A stingy person is one who withholds while being eager, whereas a miser is one who withholds without eagerness. So if a person is withholding in a way that implies eagerness, that is called stinginess. And if he is a miser but not the type of man who is eager to accumulate wealth, for example, then he is called a miser. For this reason, the Prophet (peace and blessings be upon him) warned against stinginess:
and beware of niggardliness, for niggardliness destroyed your predecessors. اتقوا الشح فإنه أهلك من كان قبلكم
Bulugh al-Maram 16:47
