Discussion regarding the verse: ((It is He who has revealed to you the Book)).

Machine translationRead the Arabic original
I seek refuge in Allah from Satan, the accursed.
(7) It is He who has sent down to you, [O Muhammad], the Book; in it are verses [that are] precise - they are the foundation of the Book - and others unspecific. As for those in whose hearts is deviation [from truth], they will follow that of it which is unspecific, seeking discord and seeking an interpretation [suitable to them]. And no one knows its [true] interpretation except Allah. But those firm in knowledge say, "We believe in it. All [of it] is from our Lord." And no one will be reminded except those of understanding. (8) [Who say], "Our Lord, let not our hearts deviate after You have guided us and grant us from Yourself mercy. Indeed, You are the Bestower. (9) Our Lord, surely You will gather the people for a Day about which there is no doubt. Indeed, Allah does not fail in His promise."
[Ali 'Imran 3:7-9]
Now, regarding the saying of the Exalted:
the Book الكتاب
What is meant by it? The Qur'an. And why is it called the Qur'an? The first reason is that it is written in the Preserved Tablet, the second reason is that it is written in the scrolls of the people, and the third reason is that it is written in the scrolls in the hands of the angels
(12) So whoever wills may remember it. (13) [It is recorded] in honored sheets, (14) Exalted and purified, (15) [Carried] by the hands of messenger-angels, (16) Noble and dutiful.
['Abasa 80:12-16]
