Righteousness is not that you turn your faces toward the east or the west, but [true] righteousness is [in] one who believes in Allah, the Last Day, the angels, the Book, and the prophets and gives wealth, in spite of love for it, to relatives, orphans, the needy, the traveler, those who ask [for help], and for freeing slaves; [and who] establishes prayer and gives zakah; [those who] fulfill their promise when they promise; and [those who] are patient in poverty and hardship and during battle. Those are the ones who have been true, and it is those who are the righteous. ليس البر أن تولوا وجوهكم قبل المشرق والمغرب ولكن البر من ءآمن بالله واليوم الآخر والملائكة والكتاب والنبيين وءآتى المال على حبه ذوي القربى واليتامى والمساكين وابن السبيل والسائلين وفي الرقاب وأقام الصلاة وءآتى الزكاة والموفون بعهدهم إذا عاهدوا والصابرين في البأساء والضراء وحين البأس أولئك الذين صدقوا وأولئك هم المتقون
[Al-Baqarah 2:177]

Righteousness is not that you turn your faces toward the east or the west, but [true] righteousness is [in] one who believes in Allah, the Last Day ليس البر أن تولوا وجوهكم قبل المشرق والمغرب ولكن البر من ءآمن بالله واليوم الآخر ...

The foolish among the people will say, "What has turned them away from their qiblah, which they used to face?" Say, "To Allah belongs the east and the west. He guides whom He wills to a straight path." سيقول السفهآء من الناس ما ولاهم عن قبلتهم التي كانوا عليها قل لله المشرق والمغرب يهدي من يشاء إلى صراط مستقيم

Both. A person may love wealth because of his need for it, as the Companions (may Allah be pleased with them) did, who preferred others over themselves even though they were in need. Or he may love it because he is extremely stingy, but his faith overcomes him so that he spends the wealth. For this reason, you will find, for example, that spending a riyal by a rich, stingy person is greater than spending a riyal by a poor, generous person, because the poor, generous person gives it with a willing heart and generosity, while the stingy person is the opposite.
And His saying:
To relatives ذوي القربى
, meaning the people of nearness, meaning the people of kinship.
And orphans and the needy واليتامى والمساكين
with a fathah or with a kasrah? Is not
the close relatives القربى
in the genitive case?

Those who ask, even if they are rich? Yes, those who ask, even if they are rich, as Allah the Exalted said:
And from their properties was [given] the right of the [needy] petitioner and the deprived. وفي أموالهم حق للسائل والمحروم
[Adh-Dhariyat 51:19]
And the Prophet (peace and blessings be upon him) did not turn away a person who asked him. Accordingly, the saying of the poet applies:
"He never said 'no' except in his tashahhud... If it were not for the tashahhud, his 'no' would have been 'yes'".
And this verse is not fitting for anyone but the Messenger (peace and blessings be upon him). He was never asked for anything in Islam but he gave it. So the person who asks has a right. But if someone says: If giving to the person who asks causes harm, which is encouraging him to ask, should he be given? Meaning, should he be given and then advised, or should he be advised and not given?

The questioner : The first. He is given and then advised.

The Shaykh : The first is better: that you give to him and then advise him and warn him of Allah Mighty and Majestic.
and in the freeing of slaves وفي الرقاب
Slaves are bought and freed. What is
and established the prayer وأقام الصلاة

Upon those who believe, meaning, and who establish the prayer
gives zakah; [those who] fulfill their promise when they promise; and [those who] are patient in poverty and hardship وآتى الزكاة والموفون بعهدهم إذا عاهدوا والصابرين في البأساء والضراء

Allah the Exalted said:
and during battle. Those are the ones who have been true, and it is those who are the righteous. في البأساء والضراء وحين البأس أولئك الذين صدقوا وأولئك هم المتقون
[Al-Baqarah 2:177]
