Allah, Blessed and Exalted is He, said: [Fussilat 41:39] is for partiality, and is the plural of ayah, which is the sign that identifies its known referent. So every sign that identifies and defines its referent is an ayah. [Fussilat 41:39] The address here is to everyone to whom the address is applicable, and it is not specific to the Prophet (peace and blessings be upon him). Know that the address directed to one person is divided into three categories:
The first is that which the evidence indicates is specific to the Messenger of Allah (peace and blessings be upon him), so it is specific to him. The second is that which the evidence indicates is general, so it is for the general. The third is that in which there is no evidence for this or that, so it is valid that it is specific to the Messenger or that it is directed to everyone to whom the address is applicable. In the saying of Allah the Exalted:[Ash-Sharh 94:1-2] the address is specific to the Messenger (peace and blessings be upon him), because this is not applicable to anyone else. In the saying of Allah the Exalted: [Al-Ma'idah 5:67] this is also specific to him. In the saying of Allah the Exalted: [At-Talaq 65:1] this is general, and the evidence indicates this, because He said: then He said: And most of what comes does not have evidence for this or that, so we say: either it is directed to the Messenger (peace and blessings be upon him) and his Ummah follows his example in that, or it is said that it is an address to everyone to whom the address is applicable.
