I refer to your letter number 3/9/2619, dated 29/6/1408 AH, which stated:
We, the staff and residents of King Abdul Aziz War College, do not have a prayer hall for the two festivals and the prayer for rain. For the past four years, we have been performing these prayers in the sports stadium of the college. It is open-air and covered with nylon. We hope you will clarify the ruling on the aforementioned prayers in the location mentioned above?
A: I inform you that there is no blame on you for praying in the mentioned location, and the matters you mentioned taking place there do not prevent performing the Festival Prayer and the prayer for rain there, as long as it is pure and contains nothing of ritual impurity. If a separate place is available that is better than it, that is more preferable and better.
