Q: I had a sum of money in the Faisal Islamic Bank, and I used to pay its zakah every Ramadan. However, this year, about fifteen days before the time for paying the zakah arrived, I lent this amount to one of my relatives. Is zakah obligatory on this money or not?

A: You must pay zakah on that money you lent to one of your relatives whenever a lunar year has passed over it, unless he is unable to pay, in which case you do not have to pay its zakah until you receive it back, and then you pay its zakah whenever a lunar year has passed over it, as mentioned in the answer to the previous question.
