A: The adhan for Jumu'ah began to be given twice during the time of 'Uthman (may Allah be pleased with him), and the reason was the increase in the number of people. The Permanent Committee for Scholarly Research and Ifta has issued a fatwa on this matter, the text of which is as follows: It is established from the Messenger of Allah (peace and blessings be upon him) that he said:
Hold fast to my Sunnah and the Sunnah of the Rightly Guided Caliphs. Hold fast to it and bite into it with your molars...عليكم بسنتي وسنة الخلفاء الراشدين المهديين فتمسكوا بها وعضوا عليها بالنواجذ...

The call on the day of Jumu'ah originally began when the imam sat on the minbar during the time of the Prophet (peace and blessings be upon him), Abu Bakr, and 'Umar (may Allah be pleased with them both). When the caliphate of 'Uthman came and the people increased, 'Uthman (may Allah be pleased with him) ordered the first adhan on the day of Jumu'ah. This is not a religious innovation, given the prior command to follow the Sunnah of the Rightly Guided Caliphs. The basis for this is what al-Bukhari, al-Nasa'i, al-Tirmidhi, Ibn Majah, and Abu Dawud narrated, with the wording belonging to the latter: (Ibn Shihab told me that al-Sa'ib ibn Yazid said: The adhan originally began when the imam sat on the minbar on the day of Jumu'ah during the time of the Prophet (peace and blessings be upon him), Abu Bakr, and 'Umar (may Allah be pleased with them both). When the caliphate of 'Uthman came and the people increased, 'Uthman ordered the third adhan on the day of Jumu'ah, so it was called from the Zuwayrah [hill], and the matter remained as such).
Al-Qastallani commented on this hadith in his explanation of al-Bukhari that the call which 'Uthman added was at the time of the prayer's time entering. He called it the third adhan considering it an addition to the adhan before the imam and the iqamah for the prayer. He referred to the iqamah as an adhan by way of generalization due to the common factor of notification in both. This adhan was added because the Muslims had increased, so 'Uthman (may Allah be pleased with him) added it through his independent legal reasoning, and the rest of the Companions agreed with him by their silence and lack of objection, so it became a consensus by silence.
