As for the first adhan, this is from the sunnah of the Rightly Guided Caliph 'Uthman ibn 'Affan (may Allah be pleased with him). When the people in al-Madinah increased, he ordered that an adhan be given prior to the first adhan so that the people would attend Jumu'ah and not miss any part of the khutbah.
