What is required of a woman who has silver jewelry and has not paid its zakah?

Q: I have silver in the form of jewelry for the neck, hands, head, and a belt. I have repeatedly asked my husband to sell it and pay its zakah, but he says that it has not reached the nisab. It has now been about 23 years, and I have not paid its zakah. What is required of me now?

A: If it has not reached the nisab, there is no zakah on it. Be aware that the nisab of silver is 140 mithqals, which amounts to 56 riyals of silver. If the silver jewelry reaches this amount, zakah becomes obligatory on it, according to the most correct of the scholars' opinions, whenever a lunar year has passed over it. The obligatory amount is one-quarter of one-tenth, which is 2.5 riyals from every 100, and 25 from every 1,000.
As for gold, its nisab is 20 mithqals, which amounts to 11.5 Saudi pounds, or 92 grams. If a lunar year passes over gold jewelry that reaches this amount or more, zakah becomes obligatory on it, according to the most correct of the scholars' opinions. It is one-quarter of one-tenth, and the amount of that is 2.5 pounds from every 100 pounds, or its value in paper currency, or silver, and whatever exceeds that is calculated accordingly. This is based on the saying of the Prophet (peace and blessings be upon him):
If any owner of gold or silver does not pay what is due on him, when the Day of Resurrection would come, plates of fire would be beaten out for him; these would then be heated in the fire of Hell and his sides, his forehead and his back would be cauterized with them.
