The Shaykh : First: Gold and silver. Zakah is obligatory in them in every case, whether they reach the nisab (minimum threshold) as dirhams or dinars, or as raw metal. Raw metal means pieces of gold and silver, or whether they are jewelry or otherwise. Zakah is obligatory in gold and silver in every case. Do not seek to distinguish; the evidence for the generality is what is established in Sahih Muslim from Abu Hurayrah (may Allah be pleased with him) that the Prophet (peace and blessings be upon him) said:
If any owner of gold or silver does not pay what is due on him, when the Day of Resurrection would come, plates of fire would be beaten out for him; these would then be heated in the fire of Hell and his sides, his forehead and his back would be cauterized with them. Whenever these cool down, (the process is) repeated during a day the extent of which would be fifty thousand years, until judgment is pronounced among servants, and he sees whether his path is to take him to Paradise or to Hell. ما من صاحب ذهب ولا فضة لا يؤدي منها زكاتها إلا إذا كان يوم القيامة صفحت صفائح من نار وأحمي عليها في نار جهنم فيكوى بها جنبه وجبينه وظهره كلما بردت أعيدت في يوم كان مقداره خمسين ألف سنة حتى يقضى بين العباد ثم يرى سبيله إما إلى الجنة وإما إلى النار

. So, did the Messenger specify anything? The hadith we have contains no specification; it includes every owner of any gold and silver. And what indicates that this is comprehensive for everything is what the three [scholars] narrated with a strong chain from 'Amr ibn Shu'ayb from his father from his grandfather:
That the Prophet (peace and blessings be upon him) was approached by a woman with her daughter, and in her daughter's hand were two thick bracelets of gold. The two bracelets were armlets. So the Prophet (peace and blessings be upon him) said to her: Do you pay the zakah of this? She said: No. He said to her: Would you like that Allah brands you with them as two bracelets of fire? So she took them off her daughter's hand and gave them to the Prophet (peace and blessings be upon him), and she said: They are for Allah and His Messenger. أن النبي صلى الله عليه وسلم أتته امرأة ومعها ابنة لها وفي يد ابنتها مسكتان غليظتان من ذهب والمسكتان سواران فقال لها النبي صلى الله عليه وسلم أتؤدين زكاة هذا قالت لا قال لها أيسرك أن يسورك الله بهما سوارين من نار فخلعتهما من يد ابنتها وأعطتهما النبي عليه الصلاة والسلام وقالت هما لله ورسوله
