The month of Ramadan is the best of the months of the year; for Allah (Glorified and Exalted is He) has distinguished it by making its fasting obligatory and the fourth pillar of the pillars of Islam, and He prescribed for the Muslims standing in night prayer, as the Prophet (peace and blessings be upon him) said:
Islam is based upon five: the testimony of La Ilaha Illallah, and that Muhammad is the Messenger of Allah, the establishment of the Salat, giving the Zakat, fasting (the month of) Ramadan, and performing Hajj to the House.بني الإسلام على خمس: شهادة أن لا إله إلا الله وأن محمدًا رسول الله، وإقام الصلاة، وإيتاء الزكاة، وصوم رمضان، وحج البيت

I do not know of any specific thing for welcoming Ramadan other than that the Muslim welcomes it with joy, happiness, and gladness, and thanks Allah for having reached him in Ramadan, and guided him so that he is among the living who compete in righteous deeds. For reaching Ramadan is a great blessing from Allah. Therefore, the Prophet (peace and blessings be upon him) would announce to his Companions the arrival of Ramadan, explaining its virtues and what Allah has prepared for the fasting and the standing in prayer of great reward. It is prescribed for the Muslim to welcome this noble month with sincere repentance, and to prepare for its fasting and standing in prayer with a good intention and a sincere resolve.
