Question: What is your opinion on repeating Hajj, given the crowding and the mixing of men and women that occurs? Is it better for a woman to refrain from Hajj if she has already fulfilled her obligation, and perhaps has performed it twice or more?

Answer: There is no doubt that repeating Hajj holds great virtue for both men and women. However, considering the heavy crowding in these recent years due to the ease of transportation, the expansion of the world for people, the availability of security, and the mixing of men and women during tawaf and in places of worship, as well as the lack of caution by many of them regarding the causes of fitnah (trial, discord or temptation), we see that it is better for them not to repeat Hajj. This is safer for their religion and further from harm to the society, which may be led astray by some of them. Likewise, for men, if it is possible to refrain from performing Hajj excessively for the purpose of providing more space for pilgrims and alleviating the crowding for them, we hope that the reward for refraining is greater than the reward for performing Hajj, provided that the refraining is due to this noble intention. This is especially the case if his Hajj leads to the Hajj of his followers, which may cause much harm to some pilgrims due to their ignorance or lack of gentleness during tawaf, ramy al-jamarat (stoning the pillars), and other acts of worship involving crowding. The complete Islamic Shari'ah is built upon two great principles:
The first is the care to attain, perfect, and protect Islamic benefits as much as possible.
The second is the care to avert all harms or to minimize them.
The actions of reformers and callers to the truth, led by the Messengers (peace be upon them), revolve around these two principles. According to the servant's knowledge of the Shari'ah of Allah (Glorified and Exalted is He), its secrets and objectives, his seeking of what pleases Allah and brings him closer to Him, and his ijtihad (independent legal reasoning) in this matter, Allah (Glorified and Exalted is He) grants him success and guides his words and deeds.
And I ask Allah to guide us and you and all Muslims to everything that brings His pleasure and the well-being of religion and worldly affairs. Indeed, He is the All-Hearing, the Near.
