Question: Does the one performing tamattu' have a specific time in which to perform it? And is it permissible for him to enter the state of ihram before the Day of Tarwiyah, or not?

Answer: When the one performing tamattu' has completed his circumambulation and sa'y, and has cut his hair for his 'Umrah, everything that was forbidden to him by the state of ihram becomes permissible for him. He may go to his wife, he may use perfume, he may wear sewn clothing, and so on for everything that was forbidden to him by the state of ihram. And tamattu' with 'Umrah is only performed after the end of Ramadan.
As for entering the state of ihram for 'Umrah before the end of Ramadan, it is not called tamattu'; rather, it is called 'Umrah.
And the Sunnah for the one performing tamattu' and others who are in a state of ihram in Makkah, if they intend to perform Hajj, is to enter the state of ihram for Hajj on the eighth day, just as the Companions of the Prophet (peace and blessings be upon him) entered the state of ihram for Hajj by his command (peace and blessings be upon him).
