Question: What is the ruling in Islamic law regarding a man who delays making up his Ramadan fasts until after Ramadan for a valid excuse, and another man who delays them without an excuse?

Answer: As for the one who delays it for a valid legal excuse, such as illness or the like, there is no blame on him; based on the saying of Allah, the Exalted:
and whoever is ill or on a journey - then an equal number of other daysوَمَن كَانَ مَرِيضًا أَوْ عَلَى سَفَرٍ فَعِدَّةٌ مِّنْ أَيَّامٍ أُخَرَ
[Surat al-Baqarah: 185], and His saying, the Exalted:
So fear Allah as much as you are ableفَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[Surat al-Taghabun: 16].
As for the one who delays it without an excuse, he has disobeyed his Lord, and he must repent of that along with making up the fasts, and feeding one poor person for each day. The amount is half a sa' (a dry measure of about 3 kg) of the staple food of the country, such as rice or other grains, which is approximately one and a half kilograms by weight. This is to be given to some of the poor, even if it is just one person, either before fasting or after. And success is from Allah.
