And when Allah said, "O Jesus, son of Mary" وإذ قال الله يا عسيى بن مريم
[The Day] when Allah will say, "O Jesus, Son of Mary إذ قال الله يا عيسى بن مريم
[Al-Ma'idah 5:110]

and
O Jesus يا عيسى
is the content of the speech, and it is a phrase of letters.
O Jesus, son of Mary يا عيسى بن مريم
also contains the rest of the verse:
did you say to the people, 'Take me and my mother as deities besides Allah?'" He will say, "Exalted are You! It was not for me to say that to which I have no right أأنت قلتَ للناس اتخذوني وأمي إلهين من دون الله قال سبحانك ما يكون لي أن أقول ما ليس لي بحق
[Al-Ma'idah 5:116]
So in this is the affirmation that Allah speaks, and that His speech is heard, which means it is with a voice, and that His speech consists of words and sentences, which means it is with letters. For this reason, the people of the Sunnah and the community say: We believe that Allah the Exalted speaks. Listen to the creed: We believe that Allah speaks with true speech, whenever He wills, however He wills, whatever He wills, with letters and a voice that does not resemble the voices of the created beings. This is the principle: We believe that Allah speaks true speech. And after that, He speaks whatever He wills, whenever He wills, however He wills, with letters and a voice that does not resemble the voices of the created beings. Now, "whenever He wills"—in terms of what?

The Shaykh : In terms of the speech, meaning the subject of the speech, whether it is a command, a prohibition, or something else. "However He wills" means in the manner and attribute that He, Glorified and Exalted is He, desires. Is that clear? Now, we said that it is with letters and a voice that does not resemble the voices of the created beings. The evidence for this from the noble verse is:
[Mention] when Allah said, "O Jesus إذ قال الله يا عيسى
[Ali 'Imran 3:55]
O Jesus, son of Mary يا عيسى بن مريم
These are letters.

And when Moses came to our appointed time and We spoke to him ولما جاء موسى لميقاتنا وكلمه
before it is "anything," yes.
And the word of your Lord has been fulfilled in truth and in justice وتمت كلمة ربك صدقاً وعدلاً
[Al-An'am 6:115]

, and their meanings are the same because
word كلمة
is a singular noun with a possessive, so it is comprehensive. The words of Allah, the words of Allah, Mighty and Majestic, are fulfilled with these two attributes: truth and justice. What is appropriate for truth? The news. And what is appropriate for justice? The judgment. For this reason, the exegetes said: "Truth in the news, and justice in the judgments." So the words of Allah, Mighty and Majestic, in the news are truth, and no falsehood can affect them in any way, and in the judgments they are justice, and no injustice is in them in any way. Here the words are described with truth and justice, so they are statements, because a statement is what is said: this is an unjust statement, or this is a false statement, or this is a true statement, or this is a just statement. So the word of Allah is fulfilled in its truth and its justice, because He, Mighty and Majestic, has no falsehood in His news and no injustice in His judgments.
And the word of your Lord has been fulfilled in truth and in justice وتمت كلمة ربك صدقا وعدلا
[Al-An'am 6:115]
