Question: What is the definition of sewn garments, and is it permissible to wear the trousers currently in use under the ihram?

Answer: It is not permissible for a man in ihram for Hajj or 'Umrah to wear trousers or any other sewn garment, whether on the whole body, the upper half such as a shirt or the like, or the lower half such as trousers. This is based on the statement of the Prophet (peace and blessings be upon him) when he was asked about what the one in ihram wears, where he said:
Do not wear shirts, or 'Imamahs, or pants, or burnouses, or Khuffs except if someone does not have sandals, in which case let him wear Khuffs, and cut them so that they come below the anklesلا يلبس القميص، ولا العمائم، ولا السراويل، ولا البرانس، ولا الخفاف، إلا أحد لا يجد نعلين فيلبس الخفين، وليقطعهما أسفل من الكعبين

This is because the hadith of Ibn 'Umar (may Allah be pleased with them both), in which cutting was ordered, was earlier, and the order to wear leather socks without cutting was in his (peace and blessings be upon him) sermon on the Day of 'Arafah after that.
