Question: The brother I. A. J. from Riyadh in the Kingdom of Saudi Arabia says in his question: A person owes a sacrificial animal for having entered the state of ihram from Jeddah after passing the miqat, and he has made this mistake several times. What should he do? Is it sufficient to slaughter one sacrificial animal? Or is the ruling otherwise? I ask your eminence to provide guidance. May Allah reward you with good.

Answer: He owes a sacrificial animal for each instance, to be slaughtered in Makkah for the poor, if he passed the miqat while intending Hajj or 'Umrah and then entered the state of ihram from Jeddah. Seven camels or seven cows suffice for this, along with repentance to Allah (Glorified and Exalted is He) for this; because it is not permissible for a Muslim to pass the miqat while intending Hajj or 'Umrah without entering the state of ihram; due to the saying of the Prophet (peace and blessings be upon him) when he designated the miqats:
and those (Mawaqit) are also meant for those who live at these (places) and for those too who come from without towards them for the sake of Hajj or 'Umraهن لهن ولمن أتى عليهن من غير أهلهن ممن أراد الحج والعمرة

, and due to the saying of Ibn 'Abbas (may Allah be pleased with him and his father): "Whoever leaves a ritual or forgets it, let him shed blood." May Allah guide everyone to what He loves and is pleased with.
