Collective supplication on the Day of 'Arafah has no basis, and the safest course is to leave it off

Question: What is the ruling on gathering for supplication on the Day of 'Arafah, whether that is at 'Arafah or elsewhere? That is, a person among the pilgrims recites the supplication found in some books of du'a' called the Supplication of the Day of 'Arafah, or something else, and the pilgrims repeat what this person says without saying "Ameen." Is this supplication a religious innovation or not? We ask for clarification of this, along with citing the evidence.
Answer: The best thing for the pilgrim on this great day is to strive in supplication and humility before Allah (Glorified and Exalted is He) and to raise his hands; because the Messenger (peace and blessings be upon him) strove in supplication and dhikr on this day until the sun set, and that was after he prayed the midday and afternoon prayers combined and shortened in the valley of 'Urnah. Then he headed to the standing place and stood there at the rocks and the Mountain of Supplication, which is called Jabal al-Ilal, and he strove in supplication and dhikr, raising his hands, facing the qiblah, while on his camel.
And Allah (Glorified and Exalted is He) has prescribed for His servants supplication with humility, secrecy, and submission to Allah (Mighty and Majestic) , out of hope and fear. And this place is among the best places for supplication. Allah the Exalted said: [al-A'raf: 55], and He the Exalted said: [al-A'raf: 205].
In the two Sahihs: Abu Musa al-Ash'ari (may Allah be pleased with him) said: The people raised their voices in supplication. So the Messenger of Allah (peace and blessings be upon him) said:As-Sunan al-Kubra lil-Nasa'i 56:22.
And Allah (Exalted and Majestic is He) praised Zakariyya (peace be upon him)for that, saying the Exalted:[Maryam 19:2] When he called to his Lord with a quiet call[Maryam:2-3], and he (peace and blessings be upon him) said:: [Ghafir:60]. And the verses and hadiths encouraging dhikr and du'a' are numerous.
And it is prescribed in this place, in particular, to increase in dhikr and supplication with sincerity, presence of heart, hope, and fear. And it is prescribed to raise the voice with it and with the talbiyah, as the Prophet (peace and blessings be upon him) and his Companions (may Allah be pleased with them) did. And it was narrated from him (peace and blessings be upon him) that he said on this day:Jami` at-Tirmidhi 3585Da’if (Darussalam).
As for collective supplication, I do not know of any basis for it, and the safest course is to leave it off; because it was not transmitted from the Prophet (peace and blessings be upon him), nor from his Companions (may Allah be pleased with them) , to my knowledge. But if a person supplicates in a group and they say "Ameen" to his supplication, there is nothing wrong with that, as in the supplication of qunut, the supplication at the end of the recitation of the Noble Qur'an, the supplication for rain, and the like.
As for gathering on the Day of 'Arafah or on a day other than 'Arafah, there is no basis for it from the Prophet (peace and blessings be upon him). And he (peace and blessings be upon him) said:Sahih Muslim 1718b, narrated by Muslim in his Sahih. And success is from Allah.

Call upon your Lord in humility and privately; indeed, He does not like transgressors.
ادْعُواْ رَبَّكُمْ تَضَرُّعًا وَخُفْيَةً إِنَّهُ لاَ يُحِبُّ الْمُعْتَدِينَAnd remember your Lord within yourself

O people, be moderate with yourselves, for you are not calling upon one who is deaf or absent, but you are calling upon One who is Hearing and Seeing. Indeed, the One you are calling upon is closer to one of you than the neck of his camel.
أيها الناس اربعوا على أنفسكم فإنكم لا تدعون أصم ولا غائبًا، إنما تدعون سميعًا بصيرًا، إن الذي تدعون أقرب إلى أحدكم من عنق راحلتهAnd Allah (Exalted and Majestic is He) praised Zakariyya (peace be upon him)for that, saying the Exalted:
[This is] a mention of the mercy of your Lord to His servant Zechariah
ذِكْرُ رَحْمَةِ رَبِّكَ عَبْدَهُ زَكَرِيَّا And your Lord says, "Call upon Me; I will respond to you."

The best of supplication is the supplication of the Day of `Arafah. And the best of what I and the Prophets before me have said is: None has the right to be worshipped but Allah, Alone, without partner, to Him belongs all that exists, and to Him belongs the Praise, and He is powerful over all things. (Lā ilāha illallāh, waḥdahu lā sharīka lahu, lahul-mulku wa lahul-ḥamdu, wa huwa `alā kulli shai’in qadīr).
