Question: The questioner, A. S. H. from Ta'if, says in his question: It is known that exposing the right shoulder for the one in ihram is only done during the arrival tawaf, but we observe many of the people in ihram exposing it from the time they enter ihram until the end of their 'Umrah, and most of them pray with it exposed. Do you not see, Your Eminence, that it is appropriate to ask the imams of the mosques at the miqats to remind such people before the takbir for prayer to cover their shoulders?

Answer: The recommended practice for the one in ihram during the arrival tawaf is to expose the right shoulder with his cloak, which is to place the middle of it under his right armpit and its two ends on his left shoulder. When he finishes the tawaf, he removes that and places the cloak on his shoulders before praying the two rak'ahs of the tawaf; because of the saying of the Prophet (peace and blessings be upon him):
None of you should offer Salat (prayer) in a single garment with no part of it on his shoulders.لا يصلي أحدكم في الثوب الواحد ليس على عاتقه منه شيء
Bulugh al-Maram 2:72
, and because the Prophet (peace and blessings be upon him) and his Companions (may Allah be pleased with them) used to place the cloak on both shoulders in prayer and outside of it. And success is from Allah.
