The Shaykh : The arrival tawaf is the circumambulation of the Ancient House upon first arriving in Makkah. If it is during Hajj, meaning one is in the state of ihram for Hajj alone (ifrad), then this tawaf is a recommended practice (sunnah) and not obligatory. The evidence for this is that the Prophet (peace and blessings be upon him) was asked by 'Urwah ibn al-Mudharris (may Allah be pleased with him) while he was at Muzdalifah during the Fajr prayer. 'Urwah asked him, saying that he had not left a mountain without stopping at it. The Prophet (peace and blessings be upon him) said to him:
Whoever offers this prayer with us, and stood before that in Arafatat by night or by day, his Hajj is complete, and he has completed the prescribed duties. من شهد صلاتنا هذه ووقف معنا حتى ندفع وقد وقف قبل ذلك بعرفة ليلاً أو نهاراً فقد تم حجه وقضى تفثه

then whoever performs 'umrah [during the Hajj months] followed by Hajj [offers] what can be obtained with ease of sacrificial animals. And whoever cannot find [or afford such an animal] - then a fast of three days during Hajj and of seven when you have returned [home]. Those are ten complete [days] فَمَنْ تَمَتَّعَ بِالْعُمْرَةِ إِلَى الْحَجِّ فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ فَمَنْ لَمْ يَجِدْ فَصِيَامُ ثَلاثَةِ أَيَّامٍ فِي الْحَجِّ وَسَبْعَةٍ إِذَا رَجَعْتُمْ تِلْكَ عَشَرَةٌ كَامِلَةٌ
