What is the ruling on cursing disbelievers and oppressors who are not specifically identified?

Machine translationRead the Arabic original
Question:
Cursing a disbeliever?

Answer:
In general, there is nothing wrong with it. Allah has cursed the disbelievers, and Allah has cursed the oppressors. As for a specific individual, it is safer to refrain from cursing him, because he may become a Muslim or Allah may guide him. Likewise, a dead person should not be cursed.
Q: And what if he was a disbeliever?
The Shaykh: A specific living person should not be cursed unless he is known for evil and open sinfulness against the Muslims, such as when the Prophet (peace and blessings be upon him) cursed specific individuals from the group of Mecca because of their severe disbelief, their stubbornness, and their oppression of the Muslims.
Q: And what about one who died upon disbelief?
The Shaykh:
Do not curse the dead, for they have passed on to what they sent ahead of them.لا تَسُبُّوا الأموات فقد أفضوا إلى ما قدموا
He (peace and blessings be upon him) said.
