One does not curse them in general. One curses the Jews, the Christians, and the disbelievers in general, except for the disbeliever who harms the Muslims. If the one in authority curses him, there is nothing wrong with it, provided he is harming them through fighting or harassment, just as the Prophet (peace and blessings be upon him) cursed a group from the people of Makkah, such as Abu Jahl and 'Utbah ibn Rabi'ah, when they harmed the Muslims.
