What is the ruling on cursing a specific person?

Answer:
The prescribed course is not to curse, except when there is a benefit in doing so, such as: one who calls to open sin, one who fights the Muslims, one who has waged war against the Muslims; he is cursed. But if he is peaceful, one prays for his guidance, as the Prophet (peace and blessings be upon him) did regarding the disbelievers of Daws:
O Allah! Give guidance to the people of Daus, and let them embrace Islam.اللهم اهد دوسًا وائت بهم
Sahih al-Bukhari 2937
, and as he prayed against the disbelievers of Quraysh:
"O Allah, curse so-and-so and so-and-so,"اللهم العن فلانًا وفلانًا
Sunan an-Nasa'i 1078Sahih (Darussalam)
— who were the leaders in disbelief —
O Allah, curse so-and-so the son of so-and-so, O Allah, curse 'Utbah ibn Rabi'ah, Shibah ibn Rabi'ah, and Abu Jahl ibn Hishamاللهم العن فلان بن فلان، اللهم العن عتبة بن ربيعة وشيبة بن ربيعة وأبي جهل بن هشام
; because they were the leaders of disbelief, callers to disbelief, and they tortured the Muslims. As for the one who turns away but is peaceful, no, one prays for his guidance. As for general curses: "May Allah curse the disbelievers," "May Allah curse the open sinners," "May Allah curse the thieves," there is no harm; general curses are fine. And when a man cursed a person who was drinking intoxicants in the presence of the Prophet (peace and blessings be upon him), he said:
Do not curse him, for he loves Allah and His Messenger. Do not assist Satan against himلا تلعنه فإنه يحب الله ورسوله، لا تعينوا عليه الشيطان
