Yes, according to the people of the Sunnah, when they are combined, they are distinguished, as in the hadith of Jibril. When Islam and faith are combined: Islam is the outward actions, and faith is what pertains to the hearts. And when one of them is mentioned alone, the other is included in it, as in the hadith of the delegation of Abd al-Qays and similar narrations, and as He (Exalted and Majestic is He) said:
The bedouins say, "We have believed." Say, "You have not [yet] believed; but say [instead], 'We have submitted,'قَالَتِ الْأَعْرَابُ آمَنَّا قُلْ لَمْ تُؤْمِنُوا ولَكِنْ قُولُوا أَسْلَمْنَا
[Al-Hujurat: 14], meaning: We revealed the religion of Islam.
