Answer:
This is in another hadith. This is when Allah has given a person wealth but not knowledge, so he flounders in his wealth; he does not maintain his family ties through it, nor does he fear his Lord in it, nor does he know the right of Allah. This is in the worst of stations. The second is the one who was given neither knowledge nor wealth, so he says: If I were given wealth, I would do like so-and-so. He said: This is by his intention, so they are equal in the burden of sin ...... Narrated by al-Tirmidhi and others.
