This does not indicate specification, just as if I said: 'Honor the scholars,' and then said: 'Honor Zayd,' and Zayd was among the scholars, it would not indicate that he is exclusively honored. Thus, some texts came as general regarding the obligation of zakah on gold and silver, and some came with the wording of *riqah* and *dinar*, which are some individuals of the general, so that does not indicate specification. If it is said: What is the difference between permissible jewelry and permissible clothing if we say that zakah is obligatory?

The Shaykh : There is a third answer mentioned by Ibn Hazm, which we recently looked into, and it is his statement that *riqah* is the name for silver in general, whether it is minted or not. On this basis, his statement that "in *riqah* is one-tenth of a quarter" indicates generality, and his statement that "in two hundred dirhams is one-tenth of a quarter" is evidence for the amount of the nisab. However, this is a disagreement, contrary to the majority of those who spoke on this chapter, contrary to the statement of the majority of those who spoke on this chapter, where they said that *riqah* is the minted coin. And this is closer, meaning the statement that *riqah* is the minted coin is closer to the saying of Allah the Exalted
So send one of you with this silver coin of yours to the city فابعثوا أحدكم بورقكم هذه إلى المدينة
