The Shaykh : In the name of Allah, the Most Gracious, the Most Merciful.
The author (may Allah have mercy on him) said, in what he quoted from 'Abdullah ibn 'Abbas (may Allah be pleased with him and his father) "that 'Umar ibn al-Khattab used to include him with the elders of Badr". It was part of 'Umar's (may Allah be pleased with him) conduct and guidance that he would consult people of opinion regarding matters that were difficult for him, as Allah the Exalted said to His Prophet (peace and blessings be upon him)
and consult them in the matter وشاورهم في الأمر
[Ali 'Imran 3:159]
. The Shari'ah consultation is not about forming a council to be a partner in governance, but rather, the Shari'ah consultation is when the one in authority faces a difficulty in any of the matters, he gathers people of opinion and trustworthiness to consult them about the issue at hand. So it was part of 'Umar's (may Allah be pleased with him) guidance, his praiseworthy Sunnah, and his noble effort that he would consult people, gather them, and seek their advice in religious matters, political matters, and others.
He would include [Ibn 'Abbas] with the elders of Badr, meaning with the senior Companions (may Allah be pleased with them). 'Abdullah ibn 'Abbas was young in age compared to these elders, so they felt something in their hearts about how 'Abdullah ibn 'Abbas (may Allah be pleased with him and his father) was included with the elders of the people, when they had sons like him who were not included. 'Umar (may Allah be pleased with him) wanted to show them the status of 'Abdullah ibn 'Abbas (may Allah be pleased with him and his father) in terms of knowledge, intelligence, and acumen. So he gathered them and called him, and presented to them this surah
(1) When the victory of Allah has come and the conquest, (2) And you see the people entering into the religion of Allah in multitudes, (3) Then exalt [Him] with praise of your Lord and ask forgiveness of Him. Indeed, He is ever Accepting of repentance. إذا جاء نصر الله والفتح ورأيت الناس يدخلون في دين الله أفواجا فسبح بحمد ربك واستغفره إنه كان توابا
[An-Nasr 110:1-3]
. They divided into two groups when he asked them about it: What do you say about it? One group remained silent, and one group said that Allah commanded us, when victory and opening come to us, to seek forgiveness for our sins, to praise Him, and to glorify Him with His praise. But 'Umar (may Allah be pleased with him) wanted to know the intent of this surah, not its syntactic meaning in terms of words and phrases. So he asked Ibn 'Abbas (may Allah be pleased with him and his father): What do you say about this surah? He said: "It is the term of the Messenger of Allah (peace and blessings be upon him)", meaning the sign of the nearness of his term. Allah gave him a sign
When the victory of Allah has come and the conquest, إذا جاء نصر الله والفتح

, meaning the conquest of Makkah, for that is the sign of your term
Then exalt [Him] with praise of your Lord and ask forgiveness of Him. Indeed, He is ever Accepting of repentance. فسبح بحمد ربك واستغفره إنه كان توابا
[An-Nasr 110:3]
. Then he said: "I do not know of it except what you have told me". Thus, the virtue of 'Abdullah ibn 'Abbas (may Allah be pleased with him and his father) became apparent. In this is an indication that it is necessary for a person to be keen to understand the intent of the noble verses, for the apparent meaning understood from the words and structures is a matter that may be easy, but the intent of the verses that Allah the Exalted intended, the intent of the verses that Allah the Exalted intended, is what may be hidden from many people and requires an understanding that Allah the Exalted grants to whom He wills. And His saying (Blessed and Exalted is He)
exalt [Allah] with praise of your Lord سبح بحمد ربك
[Al-Hijr 15:98]
means: Glorify Allah accompanied by praise. The letter "ba" here indicates accompaniment, because when glorification is accompanied by praise, perfection is thereby realized, for perfection is not realized except by the removal of defects and the establishment of attributes of perfection. The removal of defects is taken from His saying "Subhanak" (Glory be to You), because glorification means purifying [Allah] from every deficiency and defect, and the establishment of perfections is taken from His saying "wa bihamdika" (and with Your praise).
