The Shaykh : In the name of Allah, the Most Gracious, the Most Merciful:
The author (may Allah have mercy on him) said: "The chapter on warning against harming the righteous, the weak, the poor, and the like of them", then the author quoted the saying of Allah the Exalted:
And those who harm believing men and believing women for [something] other than what they have earned have certainly born upon themselves a slander and manifest sin. وَالَّذِينَ يُؤْذُونَ الْمُؤْمِنِينَ وَالْمُؤْمِنَاتِ بِغَيْرِ مَا اكْتَسَبُوا فَقَدِ احْتَمَلُوا بُهْتَاناً وَإِثْماً مُبِيناً
[Al-Ahzab 33:58]

Harming is when you try to hurt a person with something that causes them emotional pain, or with something that causes them physical pain, whether that is through cursing, insulting, fabricating things against them, trying to envy them, or other things by which a Muslim is harmed.
All of this is forbidden, because Allah (Glorified and Exalted is He) has made it clear that those who harm the believing men and women without what they have earned have certainly taken upon themselves a slander and a clear sin.
It is understood from the noble verse: that if one harms the believers with what they have earned, then there is nothing upon him, such as carrying out the hudud punishment on the criminal, imposing a fine on the wrongdoer, and the like of that. So, although there is harm in this, it is due to their own earning. Allah the Exalted said:
The [unmarried] woman or [unmarried] man found guilty of sexual intercourse - lash each one of them with a hundred lashes, and do not be taken by pity for them in the religion of Allah, if you should believe in Allah and the Last Day الزَّانِيَةُ وَالزَّانِي فَاجْلِدُوا كُلَّ وَاحِدٍ مِنْهُمَا مِائَةَ جَلْدَةٍ وَلا تَأْخُذْكُمْ بِهِمَا رَأْفَةٌ فِي دِينِ اللَّهِ إِنْ كُنْتُمْ تُؤْمِنُونَ بِاللَّهِ وَالْيَوْمِ الْآخِر
[An-Nur 24:2]

There is no blame on a person for harming someone because of that person's own earning and their transgression against themselves, for that does not affect him in any way.
Then the author pointed to hadiths that indicate the warning against harming the believers, among them what was mentioned earlier in the hadith of Abu Hurayrah (may Allah be pleased with him) that Allah said:
I will declare war against him who shows hostility to a pious worshipper of Mine مَن عادى لي ولياً فقد آذنته بالحرب
Sahih al-Bukhari 6502
meaning the one who opposes one of the awliya (close friends of Allah), for Allah the Exalted declares war upon him, and whoever is at war with Allah the Exalted is a loser.
The scholars said: "The types of harm are many, among them is that one harms his neighbor, and among them is that one harms his companion, and among them is that one harms the one who is with him in a job, even if there is no friendship between them, by annoying him and the like of that", and all of this is forbidden, and it is obligatory for the Muslim to be cautious of it, and success is from Allah.
