And it was narrated from Talhah ibn 'Ubayd Allah (may Allah be pleased with him) that he said:
A man came to the Messenger of Allah (peace and blessings be upon him) from the people of Najd, his head disheveled. We could hear the sound of his voice, but we did not understand what he was saying, until he approached the Messenger of Allah (peace and blessings be upon him), and it turned out he was asking about Islam. The Messenger of Allah (peace and blessings be upon him) said: "Five prayers in the day and night." He said: "Is there anything else required of me?" He said: "No, except voluntary acts." The Messenger of Allah (peace and blessings be upon him) said: "And fasting the month of Ramadan." He said: "Is there anything else required of me?" He said: "No, except voluntary acts." The Messenger of Allah (peace and blessings be upon him) mentioned zakah to him, and he said: "Is there anything else required of me?" He said: "No, except voluntary acts." The man turned away saying: "By Allah, I will not add to this nor subtract from it." The Messenger of Allah (peace and blessings be upon him) said: "He will succeed if he is truthful" جاء رجل إلى رسول الله صلى الله عليه وسلم من أهل نجد ثائرُ الرأس ، نسمع دوي صوته، ولا نفقه ما يقول، حتى دنا مِن رسول الله صلى الله عليه وسلم، فإذا هو يسأل عن الإسلام، فقال رسول الله صلى الله عليه وسلم : خمس صلوات في اليوم والليلة ، قال : هل علي غيرهن ؟ قال : لا، إلا أن تطَّوع .
فقال رسول الله صلى الله عليه وسلم : وصيام شهر رمضان ، قال : هل علي غيره ؟ قال : لا، إلا أن تطَّوع .
قال : وذكر له رسول الله صلى الله عليه وسلم الزكاة فقال : هل عليَّ غيرها ؟ قال : لا، إلا أن تطوع .
فأدبر الرجل وهو يقول : والله لا أزيد على هذا ولا أنقص منه، فقال رسول الله صلى الله عليه وسلم : أفلح إن صدق

That the Prophet (peace and blessings be upon him) sent Mu'adh (may Allah be pleased with him) to Yemen and said: "Call them to the testimony that there is no god but Allah and that I am the Messenger of Allah. If they obey you in that, inform them that Allah the Exalted has made obligatory upon them five prayers in every day and night. If they obey you in that, inform them that Allah has made obligatory upon them a charity to be taken from their rich and returned to their poor" أن النبي صلى الله عليه وسلم بعث معاذًا رضي الله عنه إلى اليمن فقال : ادعهم إلى شهادة أن لا إله إلا الله وأني محمد رسول الله، فإن هم أطاعوا لذلك، فأعلمهم أن الله تعالى افترض عليهم خمس صلوات في كل يوم وليلة، فإن هم أطاعوا لذلك فأعلمهم أن الله افترض عليهم صدقة تؤخذ من أغنيائهم وترد على فقرائهم

These three hadiths were mentioned by al-Nawawi (may Allah have mercy on him) in his book *Riyad al-Salihin* in the chapter on the obligation of zakah:
As for the hadith of 'Abdullah ibn 'Umar (may Allah be pleased with them both), which is the saying of the Prophet (peace and blessings be upon him and his family):
Islam is built on five بني الإسلام على خمس

As for the hadith of Talhah ibn 'Ubayd Allah regarding the story of the man from Najd who came with his head disheveled, they heard his voice but did not understand what he was saying, and he asked the Prophet (peace and blessings be upon him and his family) about Islam, so he mentioned to him the five prayers, fasting Ramadan, and zakah, but did not mention the testimony that there is no god but Allah and that Muhammad is the Messenger of Allah, because the Prophet (peace and blessings be upon him and his family) knew that he had understood it and testified to it, because he came as a Muslim but wanted to inquire about the details of some matters.
In his saying (peace and blessings be upon him and his family) to this man when he mentioned the five prayers, fasting Ramadan, and zakah, he said:
Do I have to do anything else?' He said: 'No, unless you do it voluntarily.' هل عليَّ غيرها ؟ قال : لا، إلا أن تطوع
Sunan an-Nasa'i 458Sahih (Darussalam)
: This indicates that it is not obligatory to pray more than five prayers in the day and night. So witr is not obligatory, but it is a confirmed recommended practice (sunnah mu'akkadah). The greeting of the mosque is not obligatory, but it is a confirmed recommended practice. The prayer of the two festivals is not obligatory, but it is a confirmed recommended practice. Likewise, what the scholars differed on; this is the view of some scholars, who made this hadith a basis for the non-obligation of what was mentioned. However, upon reflection, there is no evidence in it for that, meaning it does not indicate the non-obligation of the greeting of the mosque, or the non-obligation of the festival prayer, or the like, because these are prayers that have incidental causes, and they become obligatory by the presence of their causes. However, the stronger opinion is that the greeting of the mosque is not obligatory, but it is a confirmed recommended practice. As for the festival prayer, it is obligatory,
Because the Prophet (peace and blessings be upon him) ordered even the menstruating women, those in their seclusion, and the young girls to come out and pray, except that the menstruating women should stay away from the prayer area. لأن النبي صلى الله عليه وعلى آله وسلم أمر حتى الحيض من النساء وذوات الخدور والعواتق أن يخرج ويصلين ، إلا أن الحيض يعتزلن المصلى

As for witr, yes, there is evidence in the hadith that it is not obligatory, because witr is repeated daily, and if it were obligatory, the Messenger (peace and blessings be upon him) would have clarified it to this man. So the correct view is that witr is a confirmed recommended practice and not obligatory. If a person leaves it, he does not commit a sin, but if he persists in leaving it, his reliability is lost. Imam Ahmad (may Allah have mercy on him) said: "Whoever leaves witr is a bad man, and his testimony should not be accepted".
As for fasting Ramadan, yes, it is not obligatory to fast anything else; it is not obligatory. It is not recommended, it is not obligatory to fast anything else, except if he makes a vow, for the Prophet (peace and blessings be upon him and his family) said:
Whoever vows that he will be obedient to Allah, should remain obedient to Him من نذر أن يطيع الله فليطعه
Sahih al-Bukhari 6696

As for zakah, it is not obligatory to pay anything else in wealth, except what has a cause, such as spending on the wife and relatives, and hosting guests, and the like of what has a specific cause, which becomes obligatory by the presence of the cause.
As for the saying of the Prophet (peace and blessings be upon him), when the man turned away, he said:
By Allah, I will not do any more than this or any less والله لا أزيد على هذا ولا أنقص
Sunan an-Nasa'i 458Sahih (Darussalam)
So the Prophet (peace and blessings be upon him) said:
He will succeed if he is truthful, he will succeed if he is truthful. أفلح إن صدق ، أفلح إن صدق
: And this is evidence that if a person restricts himself to the obligatory in the Shari'ah, he is successful. But this does not mean that it is not recommended to perform voluntary acts, because voluntary acts complete the obligatory acts on the Day of Resurrection. How many people have performed the obligatory act, but there is a defect in it, and there are violations and scratches in it that need to be completed and the cracks filled.
As for the hadith of Ibn 'Abbas (may Allah be pleased with him) regarding the sending of the Prophet (peace and blessings be upon him) of Mu'adh to Yemen, the discussion of it has also already been presented, so there is no need to repeat it.
But in it, the Messenger (peace and blessings be upon him) said:
Inform them that Allah has made obligatory upon them a charity in their wealth, to be taken from their rich and returned to their poor. أعلمهم أن الله افترض عليهم صدقة في أموالهم تؤخذ من أغنيائهم فترد على فقرائهم
Musannaf Ibn Abi Shaybah 4:30
