He said -may Allah have mercy on him-: Regarding the prohibition of appointing to authority, judgment, and other positions of trust those who ask for them or are eager for them, and who offer themselves for them:
" And from Abu Musa al-Ash'ari (may Allah be pleased with him), who said:
I entered upon the Prophet (peace and blessings be upon him) with two men from my paternal uncles. One of them said: O Messenger of Allah, appoint us over some of what Allah the Mighty and Majestic has entrusted to you. The other said the same. He said: By Allah, we do not appoint this position to anyone who asks for it, or to anyone who is eager for it دخلت على النبي صلى الله عليه وسلم أنا ورجلان من بني عمي، فقال أحدهما: يا رسول الله أَمِّرنا على بعض ما ولاك الله عز وجل، وقال الآخر مثل ذلك، فقال: إنا والله لا نولي هذا العمل أحدا سأله، أو أحدًا حرص عليه

This chapter mentioned by al-Nawawi -may Allah have mercy on him- in *Riyad al-Salihin*: The prohibition of appointing those who seek authority or are eager for it: It has already been mentioned in the hadith of 'Abd al-Rahman ibn Samurah (may Allah be pleased with him), that the Prophet (peace and blessings be upon him) said:
Do not seek to be a ruler, for, if you are given the authority of ruling without your asking for it, then Allah will help you; but if you are given it by your asking, then you will be held responsible for it لا تسأل الإمارة فإنك إن أُعطيتها من غير مسألة أُعنت عليها، وإن أُعطيتها عن مسألة وكلت إليها
Sahih al-Bukhari 6722
: Likewise, it is not befitting for the one in authority, when someone asks him to appoint him over a town or a piece of land containing a desert or the like, to appoint him, even if the requester is qualified for it. This is because the Prophet (peace and blessings be upon him and his family), as in the hadith of Abu Musa which you heard, when the two men asked him to appoint them over some of what Allah had entrusted to him, said:
By Allah, we do not appoint this position to anyone who asks for it, or to anyone who is eager for it إنّا والله لا نولي هذا العمل أحدًا سأله، أو أحدًا حرص عليه
: Meaning, we do not appoint anyone to something they asked to be in charge of, or were eager for. This is because the one who seeks or is eager for it may have the intention of gaining power for himself rather than reforming the people. Since he may be accused of this, the Prophet (peace and blessings be upon him) prohibited appointing those who seek authority. He said:
We do not appoint this position to anyone who asks for it or is eager for it إنا لا نولي هذا الأمر أحدًا سأله أو حرص عليه
, and likewise, if someone asked for the position of judge, saying to the one in authority over the judiciary, such as the Minister of Justice, "Appoint me as judge in such-and-such town," he would not appoint him. However, if someone requested a transfer from one town to another or the like, this does not fall under this hadith, because he had already been appointed previously but requested to be in another location, unless we know that his intention and purpose is power over the people of that town. In that case, we prevent him, for actions are judged by intentions. If someone asks: How do you respond to the statement of Yusuf (peace be upon him) to the Aziz:
Appoint me over the storehouses of the land. Indeed, I will be a knowing guardian." اجعلني على خزائن الأرض إني حفيظ عليم

? We answer with one of two responses:
Either the legislation of those before us, if it contradicts our legislation, is not the basis, based on the well-known principle among the scholars of jurisprudence: "The legislation of those before us is legislation for us only if our legislation has not come with a contrary ruling", and our legislation has come with a contrary ruling: that we do not appoint anyone who seeks authority over us. Or it is said: Yusuf (peace be upon him) saw that the wealth was apparent and that it was being wasted and played with, so he wanted to save the land from this manipulation. In such a case, the purpose is to remove evil, bad management, and bad work, and this is permissible. For example, if we see an emir in a region who has neglected his authority and corrupted the people, we may say: Appoint us over this town to remove the evil in it, and this is permissible and consistent with the principles. This is indicated by the hadith of Uthman ibn Abi al-'As, who said to the Prophet (peace and blessings be upon him):
Make me the imam of my people, -meaning in prayer- so he said: You are their imam اجعلني إمام قومي، -يعني في الصّلاة- فقال: أنت إمامهم
: The one in authority looks at the reason why this man sought to be an emir, sought to be a judge, or sought to be an imam, and then acts according to what he sees to be in the public interest. And success is from Allah.
