Peace be upon you, and Allah's mercy and blessings. After that:
O beloved, your noble letter number (1100) dated 10/4/1394 AH has been received. May Allah guide you. What it contained regarding the presence of the husband, his wife, and her father before your eminence, and your documentation of the nature of the divorce that occurred from him to her, namely that he said to her: "You are divorced the number of palm fronds," and that he had not divorced her before that nor after it, was known.
Answer: Based on this, I issued a fatwa to the aforementioned husband that one divorce has occurred to his aforementioned wife by his aforementioned divorce, and he may return to her with a new marriage contract with its conditions considered valid by the Shari'ah; because he did not take her back during the waiting period. And it is authentically reported from the Prophet (peace and blessings be upon him) what indicates the aforementioned fatwa, as is not hidden.
So I hope from your eminence to notify everyone of this and to order the husband to repent from his divorce, as it is a reprehensible divorce, as your eminence knows that. May Allah reward you and thank your effort.
