Prohibition is not established except by breastfeeding that fulfills its conditions

Machine translationRead the Arabic original
Question: Praise be to Allah alone, and may peace and blessings be upon His servant and Messenger. After that:
Based on the explanation by His Eminence Shaykh 'Abd al-'Aziz ibn 'Abd Allah ibn Baz, dated 20/3/1404 AH, regarding the question submitted to His Eminence by the citizen S. H. W., which stated: that his mother breastfed a girl, and he wishes to marry this girl, and based on the directive of His Eminence to take the testimony of the wet nurse.
On the day of 5/4/1404 AH, I, the judge of Dhahrān al-Janūb, was present when Z. H. (the mother of the questioner (S)) came to me, along with her husband: H. M. G. Z. was questioned about the manner of the breastfeeding mentioned by her son (S), its number, and its timing. She answered: that she went to the house of her full brother after his wife gave birth to her daughter (S. M. H. K), approximately one day after her birth. She found the girl crying, so she gave her oil, but she did not accept it. So Z. breastfed her brother's daughter one suckle; where she put her breast in her mouth and left it there until the girl let go of it on her own, and she did not move her to the other breast.
She did not know the number of suckles she took from her, nor the nature of the milk she suckled, and she did not breastfeed her before that time or after it, so she testified in the presence of her aforementioned husband.
His Eminence Shaykh 'Abd al-'Aziz ibn 'Abd Allah ibn Baz -the honorable-
Peace be upon you, and Allah’s mercy and blessings, and after that:
I return to you your explanation dated 20/3/1404 AH, regarding the request submitted by the citizen: S. H. W., who wishes to marry: S. M. H., who was breastfed by her mother Z. H. K, and based on your noble directive to take the testimony of the breastfeeding woman -the questioner's mother- I have taken her testimony and attached it to your Eminence in the form of the attached record.
As for me, I have a difficulty with the matter; due to the disagreement known to your Eminence regarding the issue of breastfeeding.
I hope you will review and direct us to what you see as appropriate. May Allah reward you, thank you for your efforts, and prolong your life. And peace be upon you and the mercy of Allah and His blessings.
Judge of Dhahrān al-Janūb

Answer: From 'Abd al-'Aziz ibn 'Abd Allah ibn Baz, to the presence of the honored brother: the virtuous Judge of Dhahrān al-Janūb, may Allah guide him, amen.
Peace be upon you, and the mercy of Allah and His blessings. After that:
Your letter number: 386, dated 6/4/1404 AH, I have reviewed the attached record, which contains the statement of Z. H. M.'s admission that she did not breastfeed S. M. H. except one suckle, and based on that I issued a fatwa to the questioner S. H. that the aforementioned breastfeeding is not considered, and prohibition of breastfeeding is not established by it; because it does not fulfill the considered conditions.
So I hope you will inform everyone of that. May Allah thank you for your efforts.
And peace be upon you and the mercy of Allah and His blessings.
Abdul Aziz ibn Abdullah ibn Baz
