Fifteen years ago, I made a vow for the sake of Allah to memorize the entire Noble Qur'an. The form of the vow was as follows: "If I pass the exam, I will memorize the whole Qur'an." I did pass, and from that time until now, I have been trying to memorize it and striving in that regard.
The question is: If I am unable to memorize the Book of Allah, do I owe an expiation, and what should I do to fulfill my vow?

Answer:
If the reality of your situation is as you described in the question, then that is not a vow, but rather a resolve and a promise. It is prescribed for you to strive to memorize the Qur'an, and you do not owe an expiation. May Allah make your affairs easy and the affairs of every Muslim.
