Answer:
He is like them. One who does not declare the disbelievers disbelievers is like them. Faith in Allah is declaring as disbelievers those who disbelieved in Him. For this reason, it came in the authentic hadith that the Prophet (peace and blessings be upon him) said:
He who professed that there is no god but Allah and made a denial of everything which the people worship beside Allah, his property and blood became inviolable, an their affairs rest with Allah.من وحد الله وكفر بما يعبد من دون الله، حرم ماله ودمه وحسابه على الله
Sahih Muslim 23a
, and Allah the Exalted said:
So whoever disbelieves in Taghut and believes in Allah has grasped the most trustworthy handhold with no break in it. And Allah is Hearing and Knowing.فَمَنْ يَكْفُرْ بِالطَّاغُوتِ وَيُؤْمِنْ بِاللَّهِ فَقَدِ اسْتَمْسَكَ بِالْعُرْوَةِ الْوُثْقَى لَا انْفِصَامَ لَهَا وَاللَّهُ سَمِيعٌ عَلِيمٌ
[al-Baqarah:256].
Therefore, it is obligatory to have faith in Allah, to affirm His oneness (tawhid), to be sincere to Him, and to believe in the faith of the believers. It is also obligatory to declare as disbelievers those disbelievers to whom the Shari'ah has reached but who did not believe, such as the Jews, the Christians, the Zoroastrians, the communists, and others, whether they exist today or existed before, who were reached by the message of Allah but did not believe. They are from the people of the Fire, disbelievers. We ask Allah for safety.
