Answer:
He is like them. One who does not declare the disbelievers to be disbelievers is like them. It is obligatory to have faith in Allah and to declare those who disbelieved in Him to be disbelievers. For this reason, the Prophet (peace and blessings be upon him) said in the authentic hadith:
He who professed that there is no god but Allah and made a denial of everything which the people worship beside Allah, his property and blood became inviolable, an their affairs rest with Allah.مَن وحَّد الله وكفر بما يعبد من دون الله حرم ماله ودمه، وحسابه على الله
Sahih Muslim 23a
, and Allah (Mighty and Majestic) said:
So whoever disbelieves in Taghut and believes in Allah has grasped the most trustworthy handhold with no break in it. And Allah is Hearing and Knowing.فَمَنْ يَكْفُرْ بِالطَّاغُوتِ وَيُؤْمِنْ بِاللَّهِ فَقَدِ اسْتَمْسَكَ بِالْعُرْوَةِ الْوُثْقَى لَا انْفِصَامَ لَهَا وَاللَّهُ سَمِيعٌ عَلِيمٌ
[Surat al-Baqarah: 256]. Therefore, it is obligatory to have faith in Allah, to affirm His oneness, to be sincere to Him, and to have faith in the faith of the believers. It is also obligatory to declare as disbelievers those disbelievers to whom the Shari'ah has reached and who did not believe: such as the Jews, the Christians, the Zoroastrians, the communists, and others who exist today and before today, to whom the message of Allah has reached and who did not believe. They are disbelievers from the people of the Fire.
