Answer:
It is not permissible for them to perform tayammum; rather, they must go out to perform wudu with the available water. Allah says:
and find no water, then seek clean earthفَلَمْ تَجِدُوا مَاءً فَتَيَمَّمُوا صَعِيدًا طَيِّبًا
[Al-Nisa: 43], and these people have access to water.
