He is not permitted to pray anything other than the sunnah of tawaf; because it is a time in which prayer is prohibited until the sun sets, and likewise after Fajr until the sun rises and reaches the height of a spear. As for the sunnah of tawaf, there is no harm in it; due to the saying of the Prophet (peace and blessings be upon him):Sunan an-Nasa'i 585 And this includes all prayers that have a cause, such as the greeting of the mosque.
