Praise be to Allah, Lord of the worlds, and may peace and blessings be upon our Prophet Muhammad, and upon his family and all his Companions:
He said (may Allah have mercy on him): "The chapter on the recommendation of standing in prayer in Ramadan, which is tarawih:
It was narrated from Abu Hurayrah (may Allah be pleased with him) that the Messenger of Allah (peace and blessings be upon him) said:Sahih al-Bukhari 37 Agreed upon by al-Bukhari and Muslim.
And it was narrated from him (may Allah be pleased with him) that he said:Mishkat al-Masabih 1296 Narrated by Muslim".
The Shaykh : In the name of Allah, the Most Gracious, the Most Merciful:
He said (may Allah have mercy on him) in his book *Riyad al-Saliheen*: "The chapter on standing in prayer in Ramadan, which is tarawih": It is called tarawih because the righteous Salaf (may Allah be pleased with them) would stand in prayer in Ramadan, and they would lengthen the standing, the bowing, and the prostration. When they prayed four rak'ahs, meaning two taslims, they would rest. And when they prayed four, they would rest, then they would pray three. This is supported by the aforementioned hadith of A'ishah (may Allah be pleased with her):Sunan Abi Dawud 1341Sahih (Al-Albani): So the Prophet (peace and blessings be upon him and his family) would encourage standing in prayer in Ramadan without commanding them to do so as an obligation: meaning he did not make it obligatory, but he encouraged it, saying: Sahih al-Bukhari 37.
And the Prophet (peace and blessings be upon him and his family) stood in prayer for three nights in Ramadan, praying with them in congregation. Then he delayed and said:Sahih al-Bukhari 924: So he left it, and the people continued to come to the mosque and pray in groups of two and three, each praying with his companion. So 'Umar came out one day, rather one night, he came out one night and found them praying in groups. He saw, with his penetrating insight, that it was better to gather them under one imam. So he ordered Ubayy ibn Ka'b, he ordered Ubayy ibn Ka'b (may Allah be pleased with him) and another with him to lead the people in eleven rak'ahs. He said: "They led the people in eleven rak'ahs", so the people gathered under one imam for tarawih, and the Muslims remained on this until our day.
But the scholars differed on the number of rak'ahs for tarawih: some of them said: eleven rak'ahs.
And some of them said: thirteen rak'ahs.
And some of them said: twenty-three rak'ahs.
And some of them said: more than that, and the matter in this is broad, because the Salaf who differed on this did not denounce one another, so the matter in this is broad, meaning we do not denounce the one who adds to eleven rak'ahs, nor the one who adds to twenty-three rak'ahs, and we say: pray as much as you wish as long as the congregation, the congregation of the mosque, has agreed to it and no one has denounced it.
But if the people differ, then returning to the Sunnah is better, and the Sunnah is not to exceed thirteen rak'ahs,, so as for when there is no disagreement, he prays twenty-three or more as long as the people do not say: lighten it. If they say: lighten it, then he does not exceed eleven or thirteen rak'ahs, and Allah is the One who grants success.

من قام رمضان إيمانًا واحتسابًا غفر له ما تقدم من ذنبهAnd it was narrated from him (may Allah be pleased with him) that he said:
God’s Messenger used to commend prayer at night in Ramadan, but did not command it as a duty. He would say, “If anyone prays during the night in Ramadan because of faith and seeking his reward from God, his former sins will be forgiven him.”

He would pray four rak'ahs. Do not ask about their elegance and length. He then would pray for rak'ahs. Do not ask about their alegance and length. Then he would pray three rak'ahs.
