And the one who is unable to use water and perform tayammum is excused, and it is obligatory for him to pray in its time without wudu' or tayammum; based on the saying of the Exalted: [al-Taghabun: 16] and the saying of the Prophet (peace and blessings be upon him): Sahih Muslim 1337b.
And some of the Companions (may Allah be pleased with them) prayed in some of the travels of the Prophet (peace and blessings be upon him) without wudu' or tayammum, and the Prophet (peace and blessings be upon him) did not disapprove of that from them.
