Is the erasure and establishment in the verse ((Allah erases what He wills and establishes)) limited to legal matters only, or is the intended meaning what was in the knowledge of the King, as Shaykh al-Islam says?

Machine translationRead the Arabic original
The questioner : All right, our Shaykh, regarding the other verse, the saying of Allah (Mighty and Majestic), this is another question:
Allah eliminates what He wills or confirms
[Ar-Ra'd 13:39]
Is the erasure and establishment limited to legal matters only, or is it regarding what is in the knowledge of the King, as Shaykh al-Islam says?

The Shaykh : ... The verse, in what I read of the verse and its interpretation, has no relation to legal rulings; rather, it relates to what is in the Preserved Tablet, which jurists refer to as the suspended decree and the finalized decree. As for legal rulings, that verse is clear on the subject:
We do not abrogate a verse or cause it to be forgotten
[Al-Baqarah 2:106]
. As for this one, it has no relation. Perhaps you or someone else remembers the beginning of the verse, because I believe it explains and clarifies this meaning.
The student : And establishes, my Shaykh.

The Shaykh : Yes.
The student : You mentioned once in some of your sayings:
Allah eliminates what He wills or confirms, and with Him is the Mother of the Book.
[Ar-Ra'd 13:39]
, and you said: This is in the legislations.

The Shaykh: Yes.
The student : He said:
and with Him is the Mother of the Book.
[Ar-Ra'd 13:39]
This is in the legislations and not in the second matters, meaning things like the deeds of the servants.

The Shaykh : Who remembers the verse?
The student :
And whether We show you part of what We promise them or take you in death, upon you is only the [duty of] notification, and upon Us is the account.
[Ar-Ra'd 13:40]
This verse is independent, before it.

The Shaykh : Before it or after?
The student : Before it, before.

The Shaykh : We need to see the context.
The student :
And whether We show you part of what We promise them
[Ar-Ra'd 13:40]
An independent verse
or take you in death, upon you is only the [duty of] notification, and upon Us is the account.
[Ar-Ra'd 13:40]
.
Another student :
Allah eliminates what He wills or confirms
[Ar-Ra'd 13:39]
.
The student :
Allah eliminates what He wills or confirms, and with Him is the
[Ar-Ra'd 13:39]
... .

The Shaykh : And you say it is not like that?
The student : I mean, is that not so?

The Shaykh : No, that is not the intended meaning. The intended meaning is that you are supposed to be a memorizer, if Allah wills.
The student : I am saying this.

The Shaykh : Yes, but people rely on the memorizer; the memorizer does not rely on people.
The student : This is an assistant memorizer, my Shaykh.

The Shaykh : I have not yet taken what is before the verse and what is after it. Where is this young man who invited us and fed us, and may Allah reward him with good?
The student : I want to greet you.

The Shaykh : Welcome. It is not for you to greet me, but so that I can clarify whether this food is an 'aqiqah for a boy or a girl, and what is the blessing? Did you name him or her?
The student : It is a girl, if Allah wills, and her name is Arwa.

The Shaykh : Arwa.
The student : If Allah wills.

The Shaykh : May it be a blessing for you, if Allah wills.
The student : May Allah reward you with good.

The Shaykh : And it has been a week or more.
The student : Fourteen days have passed.

The Shaykh : Ah, fourteen days.
The student : Oh Shaykh, I am affected like our Egyptian brothers. Muhammad, if Allah wills, he said it is a girl, if Allah wills.

The Shaykh : Yes, good. I did not notice her; she slipped my mind.
The student : We slaughtered, my Shaykh. We are in Baghdad; I slaughtered in Baghdad and distributed it to the poor. This is the original 'aqiqah, and this is in honor of you, my Shaykh.

The Shaykh : May Allah reward you with good.
The student : May Allah reward you with good.

The Shaykh : I mean... I mean he knows how the shoulder is eaten.
The student :
(38) And We have already sent messengers before you and assigned to them wives and descendants. And it was not for a messenger to come with a sign except by permission of Allah. For every term is a decree. (39) Allah eliminates what He wills or confirms, and with Him is the Mother of the Book. (40) And whether We show you part of what We promise them or take you in death, upon you is only the [duty of] notification, and upon Us is the account.
[Ar-Ra'd 13:38-40]
