Answer: This is not about the divine decree. The verse is about the legislations; Allah abrogates from them what He wills and preserves what He wills. For this reason, He said: (For every term there is a Book). Every generation and every time has a Book suitable for its people, then Allah abrogates it with another Book for those who come after them, and so on, until the Qur'an came and abrogated all the previous books, and the Qur'an remains until the Hour stands because it is suitable for every time and place. As for the previous books, they were only suitable for their time. So the verse is not about the divine decree, but rather about the legislations.
